The Challenge
This Ministry of Education required technical assistance to develop a strategic, scalable, and sustainable model for continued integration of technology into education in Saint Lucia which would consolidate the support provided under the recently completed Enhancing Education through the Use of Information and Communication Technologies Programme. The continued integration is contingent on a range of changes to policy, practice, and mechanisms to support this new way of teaching in support of learning. All these changes must take place within the context of financial scarcity and in a sustainable manner.
The Solution
Over a period of 33 workdays, a total of 64 informants drawn from 29 organisations in the public, private, and civil society were consulted. Nine schools and four libraries were visited, a model professional development session conducted (at Dugard Combined School), and two were lessons observed.
The solution consisted of:
- a high-level model that integrates the four essential elements required for the strategic, scalable, and sustainable integration of technology in education: the learner, the curriculum, teachers, and the technology toolkit;
- a set of five case studies were also provided, which will support the development of teacher competence in the delivery of technology-enabled lessons; and
- an ‘Informational Guide’ which provides best practice guidelines on how to incorporate ICT in lesson planning, lesson delivery, and assessment.
The model provides a roadmap which the Ministry may use to pursue several priorities, most of which has as its central focus, the improved teacher competency in technology integration in education.
