The Challenge
UNICEF Jamaica engaged Howard Campbell's support to the Development of an Adolescent Learner Driver and Rider Curriculum. The development of this curriculum is an activity within the UNICEF Jamaica Road Safety Programme for 2021/22. The curriculum is needed for use by the Road Safety Unit, Island Traffic Authority and Ministry of Education and Youth as a standardized tool in their ongoing training and education efforts to promote road safety through attitudinal change and the acquisition of driving skills.
The Solution
HCA consulted with key stakeholders such as technocrats in the Road Safety Unit of the Ministry of Transport and Works, the Ministry of Health and Wellness, and operators of driver education programmes within the private sector.
HCA designed a modularised learner driver curriculum targeted at adolescents as well as additional assets, such as a learner driver logbook, to support the implementation of the curriculum.
The modularised curriculum is aligned with the provisions of the Road Traffic Act 2018 (and its Regulations) and has a strong focus on safety attitudes and behaviours while supporting the acquisition of defensive driving and riding skills.
